— The Pennsylvania Parole Board has nine board members, 15 hearing examiners and a staff of 1,081.
— During fiscal year 2008-9, 45,667 offenders were under supervision, up from 26,836 in 2003-4.
— The three-year recidivism rate is 48 percent. The national average is 50 percent.
— It costs $3,095 to supervise a parolee for a year. The estimated annual cost of incarceration is $32,059.
When deciding whether to parole an inmate, the Parole Board considers:
— The nature and circumstances of the crime for which the offender was convicted, as well as his entire criminal history;
— Information regarding the general character and background of the offender;
— Sentencing hearing testimony notes;
— Physical, mental, and behavioral condition and history of the offender;
— History of family violence (if any);
— Recommendation of the sentencing judge and prosecuting attorney;
— Input from the victim and the victim’s family (if any); and
— Recommendation from the warden or superintendent of the facility where the offender is incarcerated.
