“Connor is my baby, my first-born grandson,” she said, through tears. “I kept thinking, ‘How long was he lying out there before anybody came across him?'”
Connor suffered broken ribs, a broken collar bone and a brain injury that required emergency surgery early Friday morning. His family says he is a survivor, having already endured difficult medical conditions during his short life.
“He’s got a seizure disorder, he’s got a heart condition, he’s got a defibrillator already,” Danielle Woodcock said. “He’s already been through so much, and now this.”

Whenever Jack Collins drives the stretch of U.S. 15 near Thurmont where a vehicle struck and killed Marine Corps Cpl. William Kyle Ferrell, the 56-year-old Emmitsburg resident salutes the makeshift memorial there.
After the former Navy E-5 repeated his ritual earlier this week, he noticed the rusty bridge that carries a footpath over the highway, about a mile north of where Ferrell was killed Sept. 29.
By Thursday, Collins had drafted emails to several Frederick County Council members, including Kirby Delauter and Billy Shreve. Collins recommended a more permanent memorial on the bridge to honor Ferrell, who was struck after pulling over to help a stranded driver during a heavy downpour.

It’s been 10 months since the body of a 72-year-old Vietnam War veteran was found in the dark of night in front of a southside Savannah hotel.
During those 10 months, the family of Peter Meyer pleaded with Savannah’s residents to help police find the driver of the truck that struck and killed him as he walked across Abercorn Street then left him for dead.
Investigators at the time said they were looking for a red 1999 or 2000 Chevrolet Silverado, Tahoe or Suburban with damage to its front end on the right side.

They say NOPD failed to properly investigate the hit-and-run and blamed the overworked department for prematurely declaring the case closed, before pursuing possible security camera footage on and around the bridge. No eyewitnesses have come forward.

The law change would also say a prosecutor would not have to prove that a driver knew they hit a person at trial. The bill’s authors say that loophole leads to people claiming they were drunk or asleep and didn’t know what they’ve hit and getting away with lesser penalties.
The bill will still need a vote in committee before going to the full legislature.
