A Longview man has been identified as the driver in an alleged hit-and-run that killed 4-year-old Cesar Cruz this past week.
Department of Public Safety Trooper Carl Davis said investigators determined that 56-year-old Margarito Salinas Aguilar was the driver of a 1999 silver Dodge Durango that hit Cesar, who was walking along Texas 149 near Younger Road. His body was found along the roadway by officers after a report he had wandered away from home. Davis said Aguilar had not been charged with a crime Monday in connection with the incident.
“(Aguilar) knew he hit something, but he didn’t know what,” Davis said. “And he didn’t know it was a 4-year-old child. I think he thought he hit a deer.”

“It is just unbelievable to me that this would happen with this frequency,” said attorney Rick Fried, who has handled hundreds of personal injury cases.
Fried said he’s seen a deterioration of social responsibility over the years, partly because some people don’t believe there will be consequences.
“So often, everyone has an excuse. You see, nothing is ever my fault anymore. It was a bug flew in, or the sun got in my eye,” Fried said.

For more than a year, Yolanda Moreno has been taking down the license plate number of every light-colored Mazda mini-van she sees.
Police believe a similar van may have struck Moreno’s father, Jose Luis Herrada, 90, as he crossed the 5000 block of Delta at 8 p.m. on Aug. 20, 2010, then left him on the roadway without offering to help. He died two days later at University Medical Center.
“The pain is horrific,” Moreno said, describing the loss of her father. She believes the lack of closure in her father’s death caused her to get fired from her job for consistently making mistakes.
